對於教育團體質疑民進黨總統候選人蔡英文國教政策免試入學不可行一事，日前民進黨智庫社會政策組召集人林萬億曾指出，蔡的國教政策，是推動全面免試入學的12年國教，藉著真正均優質教育、以學區入學為基礎，來推動免試入學；如此就沒有所謂明星高中的問題，只會出現各有特色的高中學校。

根據蔡的國教政策規畫，為了達到全面免試入學，蔡主張將現有大學區調整為社區化學區，以學區入學為基礎，推動全面免試；至於外界擔憂明星學校消失、無法因材施教，蔡則主張在混合編班外，也有部分學科分組教學。在教學均質、學區入學化、全面免試後，明星學校自然消失。

另外，有家長團體擔憂私校在12年國教規範之外、不受監督，根據蔡的政策，私立學校同樣受到政府補助，因此包括登記、教學內容等，都需納入12年國教的規範中。
